The checklist

- Valid commercial registration, articles of association and their amendments.
- Audited financial statements for the year being measured with the auditor's report, and evidence of their deposit in the Ministry of Commerce's Qawaem system.
- Detailed trial balance and expense ledger for the year being measured, with your classification of each line as local or non-local.
- Analysis of employee compensation split Saudi/non-Saudi and male/female, with the average headcount for each group and the GOSI file.
- A management confirmation letter that the workforce cost relates to your own employees, lawfully employed.
- Goods and services spend analysed by supplier in descending order, with each supplier's CR number, unified national number and a description of what they supply.
- Contracts, purchase orders and delivery notes for the selected suppliers, plus the industrial licence of any local manufacturer.
- Fixed asset register and depreciation schedule, stating for each asset whether it was produced inside the Kingdom or imported.
- Cost of training Saudis, supplier development and R&D, with invoices, attendance records and the hourly cost of in-house training.
- Your suppliers' local content certificates (each supplier's latest approved percentage), plus the Zakat and GOSI certificates.
- Your approved local content percentages for the last three years, and a breakdown of revenue by activity.
- Evidence for the samples drawn later from each section: the employee's ID or iqama, bank transfer and contract, and invoices and delivery notes for the selected transactions.

Common questions
Is the certificate mandatory for every company?
It is not itself mandatory for every company, but it becomes a practical requirement the moment a tender document or contract calls for it. In practice: if part of your revenue comes from government entities or large corporates, the question is not whether you need it but when.
How is the local content percentage calculated?
In simple terms: local spending divided by total spending. Local spending combines four main components: Saudi payroll, goods and services bought from local sources, training and development of Saudi staff, and depreciation of locally produced fixed assets. The detail inside each component is what moves the result.
Can the certificate be issued without audited financial statements?
No. The measurement is built on figures from audited and filed financial statements, so we normally start by confirming the audit is complete. If your statements are not yet audited, we can run the audit and the local content measurement as one track and save time.
What if my percentage comes out low?
A low percentage is not a reason to hide the result; it is the starting point of a plan. We show which lines pulled it down — usually foreign suppliers or imported assets — and which are realistically improvable over the coming year, such as shifting part of your sourcing to suppliers who themselves hold a local content certificate.
How long is the certificate valid?
Validity is tied to the fiscal year measured, and renewal should start well before it lapses so an expired certificate never costs you a bid. We track your expiry date and remind you ahead of it.
Do you work with small companies?
Yes. Company size changes the volume of work, not its nature. A small business with limited purchasing often finishes faster, and the quote is built around your actual scale of operations.
